SGFP Response to New IMG Residency Rule
Dear SGFP Members,
I’m writing today to share a major concern that has surfaced in recent days one that could have far-reaching consequences for our residency programs, our future workforce, and the communities we serve.
The Ontario government has introduced a new requirement for international medical graduates (IMGs): to be eligible for the first round of residency applications, they must have completed at least two years of high school in Ontario. This change was made without consultation and, if left in place, will significantly reduce the number of qualified IMG applicants to our family medicine programs.
To put this in perspective:
- In 2025, IMGs filled approximately 60% of Ontario’s family medicine residency positions.
- Many strong candidates will match elsewhere rather than wait, weakening the pool.
- We typically receive over 1,200 IMG applications in the first round. Under the new rules, we expect approximately 170.
- At least 40% of positions may go unfilled after the first iteration and with no third round or scramble, many may remain vacant.
Beyond the numbers, this change sends a discouraging message to internationally trained physicians who want to care for Ontarians. It risks making family medicine appear undesirable or unstable in Ontario; all this at a time when more than two million people are without a family doctor.
We’re working hard to build momentum for expansion, innovation, and system reform. This policy threatens to stall progress. SGFP is advocating for a pause and reconsideration of the rule, and we’re engaging with partners to ensure residency access remains aligned with patient needs and system sustainability. Several OMA Positions Available
The OMA is actively seeking candidates for two positions on the OMA Panels, The Advocacy, Communications and Engagement (ACE) Panel and the Health Policy Panel. The ACE panel is in need of a physician practicing family medicine outside of Districts 8 and 11.Advocacy, Communications and Engagement Panel: This panel advises the association on member services, member relations/engagement, and communications and advocacy initiatives. It also formulates recommendations in response to priorities selected by the General Assembly. Health Policy Panel: This panel provides guidance on the association's health policy agenda and formulates recommendations for General Assembly priorities related to health policy and professional matters.For more details about these roles, including the time commitment, remuneration, required skills, and background, please visit the OMA committees webpage.
